According to the review findings, Ghana is a peacekeeper and a peacemaker on the continent. “l can give an example of Cote D’ Ivore where Ghana has been very active,’’ said Dr. Kouassi. He added that in the area of corporate governance the findings show that the business environment in Ghana is hospitable and that the Government has initiated specific policies for funding small scale and medium enterprises. Economic development was also targeting rural women.

Although Ghana is the best example of the APRM process, Dr. Kouassi said, the country has a low representation of women in Parliament. He noted that although Ghana is a country with highly educated citizens, it faces a shortage of human resource as a result of the emigration of its nationals to other countries.

Some of the major capacity constraints in Ghana include the marginalisation of women and corruption which, as in most African countries, remains prevalent despite the Government’s policy of zero tolerance. The Country Review Mission for Ghana was conducted from 4-16 April 2005 by a team of 16 people from 12 African countries, including Dr. Kouassi.
