Rwanda’s President outlines the challenges facing Peer Review
“Implementing the APRM : Challenges and Opportunities”. That was the theme of the sixth African Governance Forum held in Kigali, Rwanda, on 9 May 2006. Africa Fertilizer Summit — framework for meeting major challenge

Farmers in sub-Saharan Africa have traditionally cleared land, grown a few crops, and then moved on to clear more land, leaving the land fallow to regain its fertility. But population pressure now forces farmers to grow crop after crop, mining the soil of nutrients while giving nothing back.
Fertilizer use in Africa is less than 10% of that in Asia and South America and the food and poverty situation in Africa is worsening.
A strategy to make vital plant nutrients available to African farmers will be developed at the Africa Fertilizer Summit, to be held from 9-13 June 2006 in Abuja, (...)

Major role for private sector in support of NEPAD projects

To reach the Millennium Development Goals, Africa needs economic growth of seven per cent or more for the next nine years. A successful and thriving private sector is key to achieving these growth targets.
The Investment Climate Facility for Africa (ICF) is designed, with inputs from the African Business Roundtable (ABR) and the NEPAD Business Group, to support initiatives that provide the conditions in which domestic and international businesses are encouraged to invest, grow, increase trade and generate job opportunities. African Ministers to meet in South Africa over the submarine cable project

Ministers responsible for Information and Communication Technologies (ICT) from 23 eastern and southern African countries are expected to meet, 5-6 June 2006, in Johannesburg, South Africa, to review and endorse the protocol relating to establishment and operation of the NEPAD ICT Broadband Infrastructure Network, including the Eastern Africa Submarine Cable System Network (EASSy) cable. They will also explore ways of fast-tracking the implementation of the project to ensure that EASSy is operational by year 2008.

NEPAD-COHRED partnership supports African health research - in Africa by Africans

More funding must go directly to African countries for research on their health priorities, to be carried out by African organisations and their researchers.
This is the goal of the partnership between NEPAD and COHRED - the Council on Health Research for Development. The two organisations are intensifying efforts with African countries to significantly improve their capacity and systems for doing health research over the coming five years. The ultimate goal of this effort is the generation of more African-based health research.

Fertilizer Summit is geared for action Specific steps wanted to end Africa’s soil fertility crisis

From the outset the Africa Fertilizer Summit to be held in Abuja, Nigeria from 9-13 June 2006 has been billed as an ‘Action Oriented Summit’. Convened by NEPAD, it will be chaired by President Obasanjo of Nigeria, Chairman of NEPAD’s African Union Heads of State and Government Implementation Committee.

Fast-track decision on NEPAD ICT broadband infrastructure network

A decision to fast-track the construction of the NEPAD ICT broadband infrastructure network for Eastern and Southern Africa, including the EASSy submarine cable, was taken at a meeting of Ministers responsible for information and communication technologies held in Johannesburg, South Africa, on 6 June 2006.
Member states of the African Union in Eastern and Southern Africa, represented at the meeting included : Botswana, Kenya, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Rwanda, Somalia, South Africa, Tanzania, Uganda, Zambia and Zimbabwe.

Peer Review launched in Tanzania

Prof Adebayo Adedeji, Eminent member of the APR Panel, led a Country Support Mission to Tanzania from 6-8 June 2006, consisting of experts from APRM strategic partner institutions and officials from the APRM Secretariat.
In discussions with the various dignitaries and stakeholders, Professor Adedeji provided an update of the continental APRM process.
He noted that so far reviews had been launched in nine countries - Algeria, Benin, Ghana, Kenya, Mauritius, Nigeria, Rwanda, South Africa and Uganda.

Key groups identify priorities in fertilizer programme

Civil Society organisations, the African private sector and key stakeholders have made several recommendations to enhance the development of the fertilizer sector including a call for greater involvement in the fertilizer programme. They also want farmers’ organisations involved.

Twenty-four countries now lined up for Africa’s submarine cable

Government Ministers responsible for ICT from Eastern and Southern Africa unanimously approved the NEPAD ICT Broadband Infrastructure Network, including the operational principles for the East Africa Submarine System Project (EASSy), as well as a roadmap for the speedy implementation of the construction of the EASSy cable, at a two-day meeting in Johannesburg, South Africa on 5-6 June 2006. The submarine cable is scheduled to be operational in 2008.
Mauritius is the 24th latest country to join the Broadband Network, including the EASSy cable. Other countries are Uganda, Kenya, Rwanda, (...)

Fertilizer Summit agrees on action plan for Green Revolution to end hunger

A five-point action plan for the Africa Green Revolution to end hunger was adopted at the Africa Fertilizer Summit convened by African Union Ministers of Agriculture in Abuja, Nigeria, on 12 June 2006.
In their Abuja Declaration the Ministers agreed to :
Develop agrodealers (rural stockists) across rural Africa
Establish national agricultural input credit guarantee facilities
Setup “smart” subsidies for the poor and vulnerable

National workshop on NEPAD priorities in the Republic of Congo

The Republic of Congo’s first national workshop on NEPAD, organised in partnership with the NEPAD Secretariat, was held in the assembly hall of the Ministry of Planning, Land affairs and Economic Integration in Brazzaville, on 22 -23 June 2006.

French aid for NEPAD ICT programme

The Agence Française de Développement (AFD) has signed a grant agreement with the NEPAD e-Africa Commission, through the Development Bank of Southern Africa (DBSA), to support NEPAD’s Information and Communication Technologies (ICT) Broadband Infrastructure Programme.
The signing ceremony at the French Embassy in Pretoria was attended by the French Ambassador to South Africa, Jean Felix-Paganon and other officials from the French Embassy as well as representatives from AFD, NEPAD and DBSA. Challenges facing NEPAD on its fifth anniversary

Africa is now celebrating the fifth anniversary of the birth of the New Partnership for Africa’s Development (NEPAD) in July 2001. The overarching purpose of NEPAD is defined in the opening paragraph of the founding document : "A pledge by African leaders, based on a common vision and a firm and shared conviction, that they have a pressing duty to eradicate poverty and to place their countries, both individually and collectively, on a path of sustainable growth and development and, at the same time, to participate fully in the world economy and body politic".

Promax & BDA is a global non-profit association dedicated to advancing the role and effectiveness of promotion, marketing and broadcast design professionals in the electronic media.

Critical concern for Africa and the international community

The Rome Declaration of World Food Security and the World Food Summit Plan of Action made it mandatory for the national and the international communities in developing countries, particularly in Africa south of the Sahara, to address the multifaceted causes underlying food insecurity and the apparent increase in the number of hungry and malnourished people in the region.

Heads of State and key stakeholders will decide on Plan of Action

A continent can only be food secured when all people at all times have physical and economic access to sufficient, safe and quality food to satisfy their dietary needs and food preferences for an active and healthy life.
The food and nutrition security situation in sub-Saharan Africa is deteriorating, with more than 200 million Africans now suffering from hunger and malnutrition. The vulnerable groups most affected are children, pregnant women, lactating mothers and the elderly.

Regional development and integration are key to faster growth in Africa

The small size of many African countries is a major obstacle to Africa’s economic and social development, a source of the continent’s extreme vulnerability, and one of the leading factors of its external dependence. The rationale for regional integration in Africa reflects the desire to deal, in one way or another, with the perceived growth-retarding constraints inherent in small markets. China visit leads to agreement to support NEPAD

A Memorandum of Understanding (MoU) between the NEPAD Secretariat and the Secretariat of the China-Africa Forum was signed by NEPAD’s Chief Executive, Prof. Firmino Mucavele, at the end of a visit to China at the invitation of the Chinese Government.
The MoU aims to strengthen co-operation and exchange of information between the Secretariats and to explore means of supporting NEPAD, especially in human resource development.
The visit enabled the NEPAD Secretariat to present the NEPAD programs to the Chinese Government and to discuss strategic cooperation in the priority areas of NEPAD.

Appeal to countries to move ahead on Peer Review

An appeal to participating countries that have not yet launched the Peer Review process to pursue their efforts and respect the timetables was made by the outgoing chairman of the APR Panel, Ambassador Betheul Kiplagat, at the fifth Summit of the Committee of Heads of State and Government participating in the Africa Peer Review Mechanism (APR Forum) held on 30 June 2006 in Banjul, The Gambia.

A Summit of the NEPAD Heads of State and Government Implementation Committee
is to be convened in Abuja, Nigeria, in November 2006 to brainstorm a review of the achievements of NEPAD and possible improvements of its programs and operations. This follows a decision taken at this year’s Assembly of the African Union in Khartoum, Sudan.

Implementation of NEPAD Programmes

NEPAD policies and priorities have now become the internationally approved framework for Africa’s development.
Through NEPAD, Africa has challenged and successfully changed the development paradigm : agriculture, infrastructure, science and technology, and regional economic integration, which were not among top priorities of NEPAD’s development partners, have now taken centre stage.

Partnership is key element in NEPAD implementation

The NEPAD agenda and advocacy by NEPAD leaders has kept Africa and its imperatives visible on the world agenda, in spite of other pressing problems emerging elsewhere on the globe. This is an important signal which demonstrates that the partnership with the highly industrialised countries is delivering.
NEPAD has not only changed the content of the African development agenda and energised action in Africa but has also transformed the nature of the dialogue with its partners.

Facing the challenges to NEPAD implementation

While significant progress has been recorded in the implementation of NEPAD programmes, many constraints have been identified over the past five years. These challenges need to be confronted in order to accelerate implementation and deepen ownership of NEPAD.

Ministers sign protocol for NEPAD ICT Broadband Infrastructure Network

Government ministers responsible for information and communications technologies (ICT) from eastern and southern Africa met in Kigali, Rwanda on 29 August 2006 to sign a Policy and Regulatory Framework Protocol for NEPAD ICT Broadband Infrastructure Network, including the Eastern Africa submarine cable system (EASSy) project.
Countries that signed the protocol were Tanzania, Uganda, Rwanda, Lesotho, Malawi, Madagascar, and South Africa. Commissioner Dr Bernard Zoba of the African Union signed as witness.

Role of governments and private sector in regional infrastructure development

The economic success of Africa in the 21st century will depend on intra-African trade where the African countries can develop capabilities to adapt to Western and Eastern cultural elements to suit African domestic markets, such as making things efficient or relevant, said Reatile Mochebelele, infrastructure advisor at the NEPAD Secretariat, in an address to the NEPAD Business Foundation.

Workshop aims for capacity building strategy for Africa

African business leaders resolve to market the continent

Business leaders from across the African continent underlined their commitment to promote Africa’s economic profile and help raise awareness of the investment opportunities that the continent presents.

Central African Ministers’ decisions on science and technology

A number of resolutions were adopted at the Central African Ministerial Conference on Science, Technology and Innovation held in Yaounde, Cameroon, on 26-27 September 2006.
Ministers from Angola, Cameroon, Congo, Central African Republic, Equatorial Guinea, Gabon, and the Democratic Republic of Congo resolved to :
Hold annual regional conferences to facilitate and monitor implementation of Africa’s Science and Technology Consolidated Plan of Action.
Develop a strong communication strategy to enhance information dissemination in the region ;

about Africa, science and technology

“The importance of science and technology in Africa” was the subject of a speech by Rwanda’s President Paul Kagame when he addressed a distinguished gathering at the Royal Society in London on 18 September 2006.

President Kagame launches NEPAD e-Schools project in Rwanda

The NEPAD e-Schools Demonstration Project was officially launched in Rwanda by President Paul Kagame on 5 October 2006 at the GS Muhura School in the Gatsibo district of the Eastern Province. The project is a joint venture of the Rwandan Government, Cisco Systems, Microsoft and the NEPAD e-Africa Commission.

Preparing for the 2007 mutual review of development partners

African trade experts review costs of economic partnerships

African trade experts met in Cairo on 18-19 September 2006 to review ways of mitigating the costs of signing economic partnership agreements (EPAs) with European countries. The meeting was jointly organised by UNECA, UNDP, the NEPAD Secretariat and the Egyptian Government.
Participants explored concrete strategies and policy measures aimed at alleviating costs. NEPAD hosts conference to push Inga hydro-electric project in the DRC

An international round table seeking ways to make progress on the Inga hydro-electric development in the Democratic Republic of Congo was hosted by the NEPAD Secretariat on 5-6 October 2006. It attracted some 120 participants from African and regional institutions in the public and private sectors, electricity companies, non-governmental organisations, civil society and the media.

Gates Foundation supports NEPAD science and technology initiatives

The Bill and Melinda Gates Foundation has made an initial grant to strengthen the capacity of the NEPAD Office for Science and Technology to conduct and procure evidence-based studies in order to advise the African Union (AU) and the African Ministerial Council on Science and Technology (AMCOST).
A total of US$ 600,000 has been made available for six months of activities to prepare comprehensive studies and develop proposals for long-term funding.

Partnership Platform will speed up implementation of the CAADP at country level

Amid increasing calls to hasten the pace of implementation, the NEPAD Secretariat hosted the first meeting of the Comprehensive Africa Agriculture Development Programme Partnership Platform (CAADP-PP) on 28-29 September 2006, in Johannesburg, South Africa.

Two more countries sign for NEPAD ICT Broadband

Two more countries - Botswana and Zimbabwe - have signed the protocol to roll-out the NEPAD ICT Broadband Infrastructure Network, bringing the number of countries committed to the protocol to nine.
The occasion was attended by ICT Ministers of South Africa, Rwanda and Zambia as well as the AU Commissioner for Infrastructure and Energy, Dr Benard Zoba.

Swiss support for NEPAD ICT

The Swiss Agency for Development and Cooperation (SDC), has signed a grant agreement with NEPAD e-Africa Commission, through the Development Bank of Southern Africa (DBSA), to support the commission’s information and communications technology (ICT) activities.
In the agreement, SDC provides US $1,428,000 in a three-year grant.
The ceremony on 13 October 2006 was hosted by Mr. Viktor Christen, Swiss Ambassador to South Africa, and was attended by the SDC Country Director, Annamarie Minder and other officials from the Swiss Embassy, NEPAD and DBSA.

Trust Fund will ensure Pan-African Parliament becomes “engine” of Africa

The Pan-African Parliament (PAP), established as part of an African Union (AU) strategy to promote and develop sustainable, democratic government rule across the continent, will open its 6th bi-annual session on 13 November 2006 at Midrand, outside Johannesburg, South Africa.

Peer Review experience sharing

The Nigerian African Peer Review Mechanism (APRM) National Focal Point has convened a two-day seminar on “APRM Inter-Country Experience Sharing for West Africa” to take place on 1-2 November, 2006 in Abuja.

Media can demystify APRM

The media in Africa has been asked to be more proactive in “demystifying” the processes of the African Peer Review Mechanism.
Speaking in Abuja at a meeting on APRM inter-country experience-sharing, Dr Bernard Kouassi, Executive Director of the APRM Secretariat, said once the APRM is understood, participation by the various governments will be much easier.

APRM needs to be simplified

Participants in a seminar in Abuja reviewing the implementation of the African Peer Review Mechanism said the process should be simplified to make it viable. Such a move will enable all African countries that have acceded to the process to meet their timelines.
According to the participants, the four thematic areas — preparation of the plan of action, the monitoring and evaluation mechanisms and the questionnaire — are making it difficult for implementing countries to undertake the process effectively.

The African Peer Review Mechanism (APRM) has been described as a unique and important initiative of African leaders. But it should be driven by non-state actors, if it is to enthrone good governance in the continent.

Africa told to mobilise its own resources

African countries have been urged to be more inward-looking when mobilising financial resources needed to fund development activities in the region.
Speaking during a group discussion on how to mobilise resources, delegates to the second NEPAD multi-stakeholders dialogue criticised what they say is too much dependence on external donors in funding development programmes.
They said despite a big increase in Overseas Development Assistance (ODA) to Africa it is not sensible to count on external donor assistance as there is a gap between what is promised and what is provided.

African governments urged to integrate NEPAD principles

African governments have been urged to integrate the principles, values and philosophy of NEPAD into their institutions of governance.
NEPAD Chief Executive Officer, Prof. Firmino Mucavele, speaking to journalists covering the second NEPAD multi-stakeholders meeting in Abuja, Nigeria, on 1 November 2006 said such a move is vital for the programme to benefit all Africans.

Africa a priority in German presidency of G8

Indications have emerged that Germany will give priority attention to Africa when it takes over the presidency of the Group of Eight (G8) nations from Russia in January 2007.
German Technical Co-operation (GTZ) programme manager, Klaus Bruckner, said the German government has decided to put Africa high on its agenda, helping the continent attain economic development.

Independent APRM : Correction

In the news item in NEPAD Dialogue 160, “Independent APRM needed for good governance in Africa”, reported from the NEPAD multi-stakeholder meeting in Abuja, Nigeria, the speaker was named as Abdoulie Janneh, the Executive Secretary of the United Nations Economic Commission for Africa (UNECA).
In fact Mr. Janneh was unable to attend the meeting and the delegates were addressed by Mr Okey Onyejekwe, Director : Governance & Public Administration Division.

How Nigeria is implementing NEPAD

In a paper presented to the multi-stakeholder dialogue on her behalf Chief (Mrs) Chinyere Asika, Senior Special Assistant on NEPAD to the President of Nigeria, shared Nigeria’s experience of implementing NEPAD at country level.

German finance for PAP

NEPAD

Germany is to give US $ 500,000 to the Pan African Parliament Trust Fund, the Vice-President of the Bundestag (German Parliament) Dr. Susanne Kastner, announced on 14 November 2006 during the opening session of the Pan African Parliament.
She said the support is in recognition of new initiatives by African leaders in promoting sustainable development for their people.

APRM Secretariat says it is not delaying the process

The African Peer Review Mechanism Secretariat has refuted reports that it is delaying implementation of the process. Instead Executive Director Dr. Bernard Kouassi mentioned factors that might be to blame.
He cited misunderstanding of the process and lack of human and financial resources at local levels as constraining factors to quick implementation of the APRM.

Lack of information is holding up progress, says PAP chairperson

Lack of information is affecting the progress of many African developmental projects, particularly in the transport sector, the Chairperson of the Permanent Committee on Transport, Boudina Mostefa of Algeria, told the Pan-African Parliament (PAP) at its November 2006 session in Midrand, outside Johannesburg, South Africa.

Journalists learn about PAP, NEPAD

The Secretariat of the Pan-African Parliament (PAP), in collaboration with the NEPAD Secretariat and the German Technical Cooperation Agency (GTZ), organised a workshop and training for media professionals during the parliamentary session from 13 to 24 November, in Midrand, South Africa.
The 12 African journalists, representing newspapers, news agencies, radio and TV channels, were from Algeria, Cameroon, Kenya, Mozambique, Senegal, Tanzania, Uganda, Zimbabwe and Zambia.

Rwanda urged to improve relations with neighbours

Rwanda’s relationship with its neighbours has continued to be antagonistic and fraught with mutual suspicion, according to an African Peer Review Mechanism report to the Pan African Parliament.
While commending Rwanda for the fact that 49% of its MPs are women - among the highest level in Africa - the report urged the country to work on improving its relationship with its neighbours. Rwanda was also urged to make its laws conform to international standards and to pursue a true reconciliation among its peoples.

Ghana “shining example” of Peer Review process

Ghana has been a shining example of the APRM process, says APRM Executive Director Dr. Bernard Kouassi in a report to the Pan-African Parliament. The APRM Country Review Mission to Ghana noted that democracy and political governance allowed interaction between the President of Ghana and the people.

Peer Review identifies problems in Kenya

There is a need for the African Union to create a high-level team to help Kenya write a new Constitution. The rest of Africa should come to the aid of Kenya in putting new laws in place.
This is stated in a Country Review Report presented to the November 2006 sitting of the Pan-African Parliament (PAP) by the Executive Director of the Secretariat of the African Peer Review Mechanism (APRM), Dr Bernard Kouassi.

NEPAD promotes African media skills by training the trainers

The NEPAD communication unit, in conjunction with the German Technical Co-operation Agency (GTZ) and Deutsche Welle TV Training Centre, has convened a training program titled "Train the Trainer".
The two-week training course will held in Brazzaville, Congo, from 4-15 December 2006 for journalists from Burundi, Chad, Congo, DRC, Gabon and Rwanda.

DRC signs protocol to roll out NEPAD ICT project to connect Africa

The Democratic Republic of Congo (DRC) has signed the protocol on the NEPAD Broadband ICT Infrastructure Network Project, including the Eastern Africa Submarine System (EASSy) cable.
The ceremony, which took place at the DRC Embassy in South Africa on 29 November 2006, was hosted by the NEPAD e-Africa Commission, under the auspices of the African Union (AU).

Zambia is No.12 to sign NEPAD broadband protocol

Zambia has signed the NEPAD ICT Broadband Infrastructure Network Protocol to become the 12th country to do so. The network covers 23 countries in eastern and southern Africa.
The signing paves the way for fast track implementation of the network that, among other things, involves the construction of a 9900km submarine cable from Mtunzini, South Africa, to Port Sudan in Sudan. The network is scheduled to be operational in 2008 and is estimated to cost USD 300 million.

Stakeholders review NEPAD’s vision and strategic framework for Rwanda

Stakeholders at a workshop in Kigali reviewed two reports relating to NEPAD in Rwanda : a vision and strategic framework for NEPAD Rwanda, and a monitoring and evaluation framework on the implementation of the APRM program of action.

Technical aid corps proposed to assist Africa’s farmers

The establishment of a pool of agricultural expertise from which African countries can draw assistance was one of the objectives of a summit held in Abuja, Nigeria from 4-7 December 2006 to address food security problems in Africa.

NEPAD e-Schools launch in Egypt

The Egyptian Government, HP Consortium, ORACLE Consortium and NEPAD e-Africa Commission, will launch the NEPAD e-Schools Demonstration Project on 11 February 2007 at Al Hadeen Secondary School, Kom Hamada, Al Behera in Egypt.
The launch, which will cover six schools across the country, makes Egypt the sixth country to launch the project after Uganda, Ghana, Lesotho, Kenya and Rwanda. Egypt will also become the first Arab and North African country to launch the NEPAD e-Schools.

Kenya uses language of the people to tell them about Peer Review

Kenya has developed a comprehensive and intense media programme to disseminate to Kenyans the findings of the APRM Country Review Report and to provide them with an opportunity to continue dialoguing with their Government and among themselves.
This is a highlight of the progress report on Kenya’s implementation of its APRM Programme of Action.

Ghana report says the people are generally happy with progress

In its annual progress report on the implementation of the APRM Programme of Action, Ghana’s national APRM Governing Council says the report findings were that Ghanaians generally are happy with their freedom of expression, and the safety and security of life and property. They also expressed satisfaction with the resilience of the economy in the face of increasing oil prices.
Support to the private sector, especially micro and small enterprises, was also mentioned as noteworthy. Improving access to water and sanitation was also commended.

Rwanda reports much activity with its Peer Review programme

A significant number of activities are noted in the progress report on the implementation of Rwanda’s APRM Programme of Action for the period June - December 2006.
The report was produced by Rwanda’s APRM National Commission, for submission to the 6th APR Forum in Addis Ababa, Ethiopia on 28 January 2007.

Egypt leads the way in North Africa with NEPAD e-Schools

The Egyptian Minister of Education, Dr Yousry Al-Gamal, officially launched the NEPAD e-Schools Demonstration Project at Al-Haddain Secondary School in El Behaira Governate, Egypt on 11 February 2007. Strengthening the Regional Economic Communities for key infrastructure role

A capacity building workshop aimed at strengthening the Regional Economic Communities (RECs) for their role in implementing regional infrastructure programmes was held at the African Union Commission Headquarters in Addis Ababa, Ethiopia, on 5-7 March 2007. Raising the interest of students in NEPAD and the environment

The interim secretariat of the environment division of NEPAD in Senegal has launched a press competition on the environment for middle and senior high-school learners in the Dakar region.
The aim of the competition, launched at the end of an information and awareness afternoon at the Blaise Senghor cultural centre for learners, is to arouse the interest of young people in environment issues.

Africa faces a crisis in its health workforce. This is impeding the development of essential health services, undermining the fight against the huge burden of disease and premature death on the continent and

Experts in the area of nutrition and communication gathered at the Bill and Melinda Gate Foundation in Washington on 23 January 2007 to strategise and build a consensus around a plan for the in-country launches of the Lancet Nutrition Series globally.

NEPAD Food and Nutrition Security Advisor, Boitshepo Bibi Giyose, will be presented in April this year with the annual Distinguished Alumni Award by Appalachian State University in Boone, North Carolina, where she graduated with a degree in nutrition and dietetics in 1989.
She later earned a master’s degree in international nutrition at Cornell University, Ithaca, New York.

West African gas pipeline ready for commissioning

The $1.1billion 1000km West African gas pipeline (WAGP) has been completed and may be commissioned this month, according to the group managing director of the Nigerian National Petroleum Corporation (NNPC), Funsho Kupolokun.
The commissioning ceremony will be performed by President Obasanjo.
The pipeline will traverse 1,000km onshore and offshore from Nigeria’s Niger Delta region to its planned terminus in Ghana.

Role of ICT in human resource and skills development

More than 80 delegates converged at the recently concluded two-day conference in South Africa themed “Achieving best value in human resources and skills management using Information Communication Technology”.
Organised by NEPAD, the Commonwealth Secretariat and AfricaRecruit, the conference examined the business case for e-HR as well as a review of best practices, challenges, policies and case studies aimed at strengthening and developing productivity and employment in Africa.

More than 1000 attend e-Schools launch in Egypt

More than 1000 people attended the official launch of the NEPAD e-Schools demonstration project in Egypt last month, which was carried out by Dr Yousry Al-Gamal, Egyptian Minister of Education. Diplomats and representatives from HP and ORACLE, development partners and opinion leaders also attended.
NEPAD was represented by Dr Henry Chasia, Executive Deputy Chairperson, NEPAD e-Africa Commission ; and Samuel Mikenga, manager, public communications.
The launch took place at El Haddain Senior School in Al Bahaira.

Regions to discuss NEPAD strategic framework for Africa’s infrastructure development

Regional workshops to discuss the medium to long-term strategic framework for infrastructure development in Africa will be hosted by the Regional Economic Communities (RECs) and convened by the African Development Bank and NEPAD during April 2007 in centres across the continent.

Algeria in NEPAD’s time

ALGIERS – With the meeting of an extraordinary summit of the Committee for Heads of State and Government on March 21 for the implementation of NEPAD and the presentation of its self-evaluation report in terms of the APRM, on March 6, Algeria is living in NEPAD’s time.

Rwanda hosts roundtable on NEPAD’s Africa agriculture program

Nearly 300 agricultural experts and policymakers, stakeholders from the Common Market for Eastern and Southern Africa (COMESA),
development partners, representatives of international organisations, the African Union and NEPAD will convene in Kigali, Rwanda, from 29-31 March for a roundtable on NEPAD’s Comprehensive Africa Agriculture Development Program (CAADP).

US$20,000 fellowships for graduate students in biosciences

The goals of NEPAD are to promote accelerated growth and sustainable development, to eradicate severe and widespread poverty and halt the marginalisation of Africa in the globalisation process.

Solving Africa’s water challenges through “nerve centres” of science and technology

A continental network of centres of excellence in water science and technology is envisaged to address the challenges of water in Africa. Acting as ‘nerve centres’ of science and technology they will also focus on capacity building to ensure sustainability of the programme.

Scientific look at role of traditional medicines in treatment of HIV/AIDS

A planning workshop on the scientific validation of traditional medicines for affordable treatments for HIV/AIDS and opportunistic infections was organised by the Southern African Network for Biosciences (SANBio) in Lusaka, Zambia, on 15-16 March 2007.

The South African Government, HP Consortium, Cisco Consortium, ORACLE Consortium, and NEPAD e-Africa Commission, will launch the NEPAD e-Schools demonstration project on 17 April 2007 at Maripe Secondary School in Mpumalanga Province.
The launch, which will cover six schools across the country, makes South Africa the seventh country to launch the project after Uganda, Ghana, Lesotho, Kenya, Rwanda, and Egypt.

Stakeholders endorse first CAADP COMPACT in Rwanda

The Rwanda CAADP COMPACT — a mutual commitment between the Government of Rwanda, the African Union, NEPAD, COMESA and development partners to the agenda of NEPAD’s Comprehensive Africa Agriculture Development Program (CAADP) — was endorsed in Kigali, Rwanda, on 31 March 2007.

Mission to Ghana checks on NEPAD’s home-grown school feeding programme

The first joint mission of NEPAD and the World Food Programme (WFP) to visit pilot countries in the NEPAD home-grown school feeding programme took place in Ghana on 14-16 March 2007.
Agreement to undertake joint missions was reached following consultations between the Chief Executive Officer of NEPAD and the Deputy Executive Director of WFP in Abuja, Nigeria during the recent Food Security Summit.

NEPAD and DBSA sign partnership on African centres of excellence

A partnership agreement to develop a framework and criteria for the establishment of five African centres of excellence has been signed by the NEPAD Secretariat and the Knowledge Management Africa programme of the Development Bank of Southern Africa (DBSA/KMA).
The DBSA/KMA and NEPAD Secretariat will provide financial support for a research project on the development of the framework, which will build on work done by other institutions subscribing to an African renaissance.
The DBSA/KMA has pledged to release R1 million towards the partial funding of the research.

President Mbeki to launch NEPAD e-Schools in South Africa

South Africa’s President Thabo Mbeki will launch the country’s NEPAD e-Schools Demonstration Project in Mpumalanga Province on 17 April 2007.
The President will lead a delegation consisting of Deputy Ministers of Communications and Education, the Premier of Mpumalanga and senior government officials.
Other members of the delegation will include NEPAD and African Union senior officials, members of the Diplomatic Corps as well as members of the private sector.

ICT is key against poverty, says President Mbeki at launch of e-Schools in South Africa

The NEPAD e-Schools demonstration project was launched in South Africa on 17 April 2007 by President Thabo Mbeki at the Maripe Secondary School, Bushbuckridge, in the Mpumalanga Province. It will also involve five other schools in various provinces.

Helping journalists to tell African countries about NEPAD

A capacity-building workshop for African journalists, organised jointly by the NEPAD Secretariat and the German Technical Cooperation Agency (GTZ), is being held in Accra, Ghana, on 5-6 May 2007.
Journalists from Algeria, Botswana, Gabon, Namibia, Rwanda, Senegal and South Africa are expected to take part.

NEPAD Advisor receives US award for distinguished service

NEPAD Food and Nutrition Security Advisor, Boitshepo Bibi Giyose, was presented with the Distinguised Alumna Award by the Appalachian State University’s Alumni Association at its annual awards banquet in Boone, North Carolina on April 21.
The award recognises her outstanding accomplishments in the field of international nutrition.
Giyose, originally from Botswana, graduated from Appalachian in 1989 with a degree in nutrition and dietetics.
She is on of those rare individuals who know early in life that they want to make a difference in the lives of others.

Prime Minister launches NEPAD e-Schools in Mauritius

The Mauritian Prime Minister, Dr Navinchandra Ramgoolam, launched the NEPAD e-Schools Demonstration Project on 3 May 2007 at Belle Rose State Secondary School, in Plaine Wilhems District, in south-eastern Mauritius.

Ghana President is the first AU Chairman to visit NEPAD Secretariat

President John Kufuor of Ghana is the first sitting Chairman of the African Union to visit the NEPAD Secretariat in Midrand, South Africa, to meet staff and to hear for himself how the Secretariat is meeting the challenges facing the African Continent.
NEPAD Chief Executive Prof. Firmino Mucavele welcomed the President to Midrand on 8 May 2007 and briefed him on the progress being made in the implementation of the various NEPAD programmes.

Mali is ninth country to launch NEPAD e-Schools

Mali became the ninth country to launch NEPAD e-Schools when the Minister of Culture, Cheick Oumar Sissoko, representing the Minister of Education, officially opened the e-Schools Demostration Project on 24 May 2007 at Lycee Mamadou Sarr in Bamako.
He was accompanied by Moctar Ouane, Minister of Foreign Affairs, Oumar Dicko, Minister of African Integration, and senior Government officials.

Cameroon wants education for all, Minister tells NEPAD e-Schools launch

A Memorandum of Understanding (MOU), paving the way for the launch and implementation of the NEPAD e-Schools Initiative Demonstration Project in Cameroon, was signed in Yaounde on 14 May 2007. The signatories were the Cameroon Government, the NEPAD e-Schools Commission, Microsoft and Advanced Micro Devices (AMD).
Cameroon’s Minister of Education, Louis Bapes Bapes told the gathering of officials that the Government of Cameroon has put in place a national education plan for education for all. Introduction of ICTs in schools is key in this initiative.

South African diplomats visit NEPAD for briefing on implementation progress

A group of 24 South African diplomats paid a visit to the NEPAD Secretariat on 31 May 2007 to discuss implementation progress of NEPAD programmes as well as to receive briefings on the rate of implementation of the priority sectors and the African Peer Review Mechanism.

The 4th General Assembly of the Forum for Agricultural Research in Africa (FARA) together with Africa Agriculture Science Week is taking place in Johannesburg, South Africa from 10-16 June 2007.

NEPAD in talks to provide more support for CAADP in the COMESA region

A NEPAD team led by Agriculture Advisor Prof. Richard Mkandawire met with the Secretary-General of the Common Market for East and Southern Africa (COMESA), Erastus Mwencha, in Lusaka, Zambia on 5 June 2007,

Madagascar is first country in new project for national implementation of NEPAD

A national workshop on NEPAD – the first in a new NEPAD Stakeholder Engagement project – was held in Antananarivo, Madagascar on 5-6 June, 2007. It was opened by the Minister of Economy, Planning, Private Sector and Commerce, Harrison Randriarimanana, who also addressed participants.

Africa was the final focus in the lecture series on “The Power of Ideas” held this month in the media centre of the G8 Summit in Heiligendamm. The event was organised by the initiative “Germany – Land of Ideas”.

Spain and NEPAD sign historic agreement for the economic empowerment of African women

The Gender and Civil Society Organisations Unit at the NEPAD Secretariat has been championing the development of an Africa-wide project for the economic empowerment of women which led to its
participation in the first Spanish African Women’s Encounter in Mozambique on 7-8 March 2006 and then the second Spanish African Women’s Encounter in Madrid on 7-8 March 2007.

“Great opportunity” to evaluate NEPAD progress in East Africa

The visit of the NEPAD Steering Committee to Kenya for a two-day meeting in Mombasa was described by the Minister for Planning and Natural Development, Henry Obwocha, as a “great opportunity” for the region to evaluate progress since the inception of the NEPAD vision.

Africa’s farmers want to play their part in NEPAD’s CAADP

African Governments through the Maputo Declaration in July 2003 made agriculture a top priority, leading to NEPAD developing an agricultural policy framework — the Comprehensive Africa Agricultural Development Program (CAADP) — aimed at increasing the performance of agriculture to grow at more than 6% per annum.

$150m grant to support sustainable land management programs in Africa

NEPAD-TerrAfrica initiative to restore soil fertility and prevent degradation
An innovative $150 million dollar grant program aimed at supporting Sustainable Land Management (SLM) in Africa was approved by the Council of the Global Environment Facility (GEF) at a meeting in Washington on 14 June 2007.
Called the Strategic Investment Program for SLM in Sub Saharan Africa, the SIP has been developed over the course of the last two years through an extensive consultation process led by NEPAD, and brings together under one umbrella six agencies including the World Bank.

Teacher training through open and distance learning

A NEPAD strategy for teacher training and teacher development through open and distance learning (ODL) has been proposed for Angola, the Democratic Republic of Congo and Mozambique.

West African Ministers adopt regional plan for NEPAD’s environment initiative

West African Ministers of Environment, meeting in Accra, Ghana, on 27 June 2007, endorsed the Sub-Regional Environment Action Plan for West Africa (SREAP WA) of the Environment Initiative of NEPAD.

Africa produces 7m tons of fish a year

Since time immemorial, fish has played an important role in the life of Africans. Archaeological finds in Egypt have shown paintings dating to the Middle Kingdom (2040-1640 BC) and Late Kingdom (712-332 BC) of men using fishing rods. Thousands of years later, fish continues to be central to Africa’s needs.

Support for NEPAD at African Green Revolution Conference

Support for NEPAD’s Comprehensive Africa Agriculture Development Programme (CAADP) was endorsed by donors at the African Green Revolution Conference in Oslo, Norway on 30 August 2007.
Now in its second year, the conference has become the venue for public-private partnership (PPP) aimed at increasing agricultural productivity in Africa.

NEPAD welcomes Britain’s $20m contribution to new Africa fund

Major boost to business and job prospects in agriculture and finance Britain’s Department for International Development (DFID) has announced the contribution of $20-million to the Africa Enterprise Challenge Fund (AECF) set up to support innovative business ventures in Africa’s agriculture and finance sectors.

NEPAD TV programme changes

The NEPAD Secretariat last week announced the launch of two new television programmes on the SABC Africa channel — African Views, every Wednesday evening between 20:00 and 21:00 South African time, and 180 Degrees every Thursday morning at 08:00 South African time.
Africa Views is a live phone-in programme featuring panel discussions on various topics around current NEPAD development initiatives. The 180 Degrees slot is a brief interview-based programme.

NEPAD Spatial Development Programme moves forward

The NEPAD Spatial Development Programme (SDP) has been launched in earnest with a meeting between the Northern Corridor Transit Transport Coordinating Authority (NCTTCA), Kenya Ports Authority, the NEPAD Secretariat, the Regional Spatial Development Initiatives Programme (RSDIP) Unit, the South African Department of Trade and Industry and Mintek, held on 27-28 August 2007 at the NEPAD Secretariat offices in Midrand, South Africa.
The countries involved in the Northern Corridor are Burundi, Democratic Republic of Congo, Kenya, Rwanda and Uganda.

NEPAD reports “significant progress” in a briefing to diplomats and key stakeholders

The African diplomatic community accredited to Kenya and representatives of key stakeholders, including civil society, the private sector and the media attended a briefing session in Nairobi on 19 September 2007 organised by the NEPAD Secretariat in collaboration with the NEPAD Secretariat Kenya and GTZ South Africa, the German technical cooperation agency.
The presentation was part of the strategy of the NEPAD communications and outreach programme and the overall programme of interacting with countries on the state of implementation of NEPAD at country level.

A new office of the WorldFish Centre – one of the 15 global research centres supported by the Consultative group on International Agricultural Research (CGIAR) – was opened in Lusaka, Zambia on 26 September 2007.
A regional programme on “Fisheries and HIV/AIDS in Africa” was also launched in Lusaka on 26 September.

Looking at Africa’s water needs 2008-2010 A meeting of stakeholders in the African Water Facility (AWF) was held in Addis Ababa, Ethiopia, on 18-21 September 2007 to review its operational program for the period 2008-2010 and its long-term plan.

NEPAD cities programme moves ahead
Phase 2 of the NEPAD Cities Programme was launched in Durban, South Africa on 27 September 2007. The initiative aims to address urbanisation and its consequences in order to make African cities more attractive for economic investment.
Seven cities were selected to kick-start the programme in July 2003 — Durban, Bamako, Lagos, Lusaka, Nairobi, Rabat and Douala.

The NEPAD e-Africa Commission was established in October 2001 by the Ministerial Oversight Committee of the African Telecommunication Union and adopted by the NEPAD Steering Committee as the NEPAD Task Team for Information and Communication Technologies (ICT) in September 2002. Ministers approve $2bn submarine cable to connect Africa – and call for speedy implementation

Ministers responsible for information and communication technologies (ICTs) from Eastern and Southern African countries meeting in Johannesburg, South Africa on October 15 endorsed a $2bn submarine cable project to connect Africa, and called for its speedy implementation. This was announced at a press conference after the meeting.
The 50,000 km cable with a capacity of 3.84 Terrabits/sec is designed to provide telecommunications connectivity to Africa and connect the continent to the Americas, India, and Europe.

Burkino Faso and Mali next on Peer Review list Twenty-seven countries are now participating in the African Peer Review Mechanism (APRM) and five have completed the assessment process, Marie Angélique Savané, a member of the APR Panel of Eminent Persons, told a three-day training workshop for Francophone African journalists in Dakar, Senegal, on 16 October 2007.
The next countries to be assessed in the Peer Review process, she said, are Burkina Faso and Mali.

NEPAD signs MOU with submarine cable company

The NEPAD e-Africa Commission and 5-P Holdings signed a Memorandum of Understanding (MoU) in Pretoria, South Africa on 24 October 2007, to construct the submarine segment of the NEPAD ICT Broadband Infrastructure Network, UHURUNET. The submarine fibre optic network will encircle the entire continent of Africa, with connections to Europe, Brazil, India and the Middle East.

US-Africa Summit will take broad look at investment opportunities and challenges

One of the major successes of NEPAD has been the encouraging positive response by the private sector to changing their negative perceptions of Africa. Through participation in many international forums and show-casing developments in the continent, there is a noticeable change in how Africa is perceived.
One of the best partnerships in this area is the US Corporate Council on Africa (CCA), which for the past few years has held annual US-Africa Summits under the auspices of NEPAD with the aim of promoting investment between Africa and members of the CCA.

In 2005, the African Union Commission’s Department of Rural Economy and Agriculture reported in its food security study that most member countries of the Economic Community of African States (ECCAS) had the highest levels of food insecurity.

NEPAD, FAO AND WORLD BANK RESPOND TO GLOBAL FOOD CRISIS At the Africa Fertilizer Summit held in Abuja, Nigeria in June 2006, African Heads of State endorsed the Abuja Declaration on Fertilizers which calls for a substantial increase in average fertilizer use from 8kg/ha to 50kg/ha by 2015. The rapid rise in food prices recently led to food riots with hungry protesters in countries such as Cameroon, Mauritania and Senegal calling for cheaper food.
The African Union, Regional Economic Communities (RECs), development partners and NEPAD’s Comprehensive Africa Agriculture Development Programme (CAADP) have now kick-started initiatives aimed at staving off the high food prices.
According to the United Nations Food and Agriculture Organisation food price index, global food prices rose by 9% in 2006, 23% in 2007 (...)

Work starts on NEPAD submarine cable to be ready for FIFA 2010
Construction has begun on NEPAD’s UHURUNET undersea cable network which is due to be completed in time to provide international communications for the 2010 FIFA World Cup that will take place in South Africa in 2010. The fibre optic submarine segment of the network will initially run from Durban, South Africa, to Port Sudan in Sudan.

Kgalema Motlanthe, deputy president of the ruling African National Congress (ANC) took over as President of South Africa on 25 September 2008 after Parliament in Cape Town voted to accept the resignation of Thabo Mbeki.
Mbeki’s resignation followed accusations by a High Court judge in a ruling on 11 September that the Presidency had subverted the organs of state in pursuing the long-standing prosecution of the president of the ANC, Jacob Zuma, on charges of corruption and fraud. The judge set aside the indictment against Zuma.

The commitment of the United Nations to support the African Union and NEPAD “to realise its vision” was stressed by UN Deputy Secretary-General Dr. Asha-Rose Migiro when she opened the ninth meeting of the Regional Consultation Mechanism (RCM) in Addis Ababa on 21 October 2008.
The RCM was established by a resolution of the UN General Assembly to ensure that all UN agencies and organisations working in Africa coordinate their activities to promote and support AU-NEPAD priority programmes.

EAC, SADC,COMESA to merge into African Economic Community Three African regional economic communities (RECs) have agreed to start work on a merger into a single REC with the objective of fast tracking the launch of the African Economic Community.

The Nigerian Government is to establish a US $85-million-dollar rice fund to boost production of this staple food by more than a million tons. This was announced by the Minister of State for Agriculture, Ademola Seriki, on behalf of Vice-President Goodluck Jonathan at the opening of the Rice Investment Forum in Abuja on 24 November 2008. The new Chief Executive Officer of the NEPAD Secretariat, Dr. Ibrahim Assane Mayaki arrived in South Africa on Wednesday 01/04/09. On his arrival, he was received by officials from the South African Department of Foreign Affairs as well as NEPAD Deputy Chief Executives, Ambassador Olukorede Willoughby and Dr. Hesphina Rukato. On Thursday the 2nd of April Dr Mayaki was officially welcomed by his new colleagues at the NEPAD Secretariat. The Government of Uganda has today signed the Comprehensive Africa Agriculture Development Programme (CAADP) Compact. The Compact was signed at the end of the country’s two-day CAADP Round table meetings. President Yoweri Museveni of Uganda highlighted that the CAADP framework provides for a genuine path towards robust and sustained agriculture-led economic growth. Museveni was represented by the third deputy Prime Minister, Kirunda Kivejinja, who delivered his speech.
