The Job Profile for NEPAD CHIEF EXECUTIVE OFFICER

1. BACKGROUND

African Heads of States established the Secretariat of the New Partnership for Africa’s Development (NEPAD) in 2002, as a mechanism aimed at realizing the NEPAD vision and its programmes. The NEPAD vision envisages an Africa-led and Africa-owned process of socio-economic transformation of the continent, in a manner that addresses linked issues of poverty eradication, sustainable economic development and relocation of the African continent within the global mainstream.

The NEPAD Secretariat takes leadership from the Assembly of the African Union Heads of State and Government, NEPAD Heads of State and Government Implementation Committee and the Chairperson of the African Union Commission. In the period of transition before NEPAD is integrated into AU structures and processes, the NEPAD Steering Committee, working with the AUC, will continue to provide, guidance to help energize Africa’s collective and decisive leadership on the decisions and actions required to accelerate implementation of the NEPAD Programme.

It also, along with the AUC, bears responsibility for coordination and facilitation of Programme preparation and implementation, as well as mobilising technical and financial support for the NEPAD Programme from African stakeholders and the international community, Africa’s partners and allies in development. This role shall devolve on the AUC after the integration process is completed. The Secretariat is also expected to mount advocacy for general support of NEPAD‘s African development issues within Africa and internationally.

Currently, the NEPAD Secretariat is in the process of finalising its integration into the African Union processes and structures as per the decision of the African Union Assembly in Maputo (2003). Consequently, the NEPAD Secretariat will be transformed into an authority or agency on a process agreed upon by the HSGIC in Algiers in March 2007 and endorsed for implementation by the 10th Ordinary Session of the Assembly of Heads of State and Government in Addis Ababa in February 2008.

The Chairperson of the African Union Commission and the Chair of the HSGIC as mandated by the 10th AU Assembly, therefore, invite applications from nationals of AU Member States for the position of Chief Executive Officer of the NEPAD Secretariat. The Chief Executive Officer will be responsible for the overall leadership and management of the NEPAD Secretariat and will be based in Midrand, South Africa. He will head the structure that is eventually decided upon by the Assembly to replace the current structure with its new mandate and structures.

2. POST Post title : Chief Executive Officer Duty Station : Midrand, South Africa Duration : Four (4) year contract, (with one year probation) Immediate Supervisor : the HSGIC through the African Union Commission

Chairperson Grade : Equivalent of an African Union Commissioner

Purpose of the job : The Chief Executive Officer, as the Head of the NEPAD Secretariat, and its eventual replacement, will oversee the implementation of the core functions and delivery on the key set objectives of the NEPAD. In this regard, the Chief Executive will execute a mandate given to him/her by the African Union through the Heads of States and Government Implementation Committee and the AUC Chairperson to implement the NEPAD Programme. The Chief Executive Officer will be the accounting officer, and will be responsible for the provision of the strategic direction for the Secretariat, promotion of strategic partnerships, within Africa and internationally, managing the relationship with the AU and its organs and mobilizing resources for the success of the NEPAD Programmes’ expectations of an accelerated development of Africa.

3. MAJOR DUTIES AND RESPONSIBILITIES OR KEY RESULT AREAS

Key Result Area 1 : Provide Strategic Leadership of the NEPAD Secretariat’s interaction with the African Union, HSGIC, Steering Committee or its replacement.

The CEO shall : Lead the NEPAD Secretariat’s and its replacement’s provision of strategic advice and technical support to the Chairs of the AU and HSGIC and the AUC Chairperson on the implementation of NEPAD Programmes and projects ;

Lead the conceptualisation, preparation and submission of an annual programme of activities and meetings of the HSGIC and the AU Assembly to the Chairs of the respective structures, and that of the AUC ;

Lead the preparation and provision of performance reports on the implementation of the strategies and programmes of the HSGIC and the Steering Committee on its replacement ;

Lead the implementation of the decisions of the HSGIC and the AU Assembly effectively and efficiently ;

Lead the removal of blockages to implementation of NEPAD regional and continental programs and projects ;

Facilitate the establishment of appropriate implementation mechanisms for major NEPAD projects develop innovative financing mechanisms for preparation and financing of NEPAD projects in partnership with the African Development Bank and other development partners ;

Perform such assignments as the Chair of the AUC, HSGIC, and the AU Assembly and AUC may assign from time to time ; and

Liaise with the Chair of the African Union Commission on such matters as may be necessary for the successful implementation of the decisions of the HSGIC and the AU Assembly.

Key Result Area 2 : Implementation of the NEPAD Programme

The NEPAD CEO shall : Lead the development and implementation of the NEPAD Secretariat’s strategic review and planning cycle with a view of alignment with AU programmes and vision but also ensuring that is continuously aligned with the NEPAD vision ;

Lead the annual strategic review and planning session of the NEPAD Secretariat ; Lead the submission of the annual, medium to long-term strategic plans, business plans and the budget for the NEPAD Secretariat and its replacement ;

Ensure that the NEPAD Secretariat and its replacement is adequately resourced and has the capabilities to implement its strategies and programmes ;

Ensure that the NEPAD Secretariat and its replacement’s is properly structured to effectively and efficiently deliver on its strategies ;

Lead the provision of the NEPAD Secretariat’s quarterly performance reports (both sectorally and on administrative matters) to the Steering Committee, the AUC Chairperson and the HSGIC ; and

Prepare an annual report of the activities of the NEPAD Secretariat and its replacement and account on the implementation of the NEPAD Programme and the usage of funds.

Key Result Area 3 : Development, management and maintenance of relations with internal and external Partners

The CEO shall : Lead the development and implementation of strategies to engage with NEPAD partners in the continent and internationally ;

Ensure the development and management of effective partnership aimed at supporting the regional structures, NEPAD programmes, and the AU programmes and the NEPAD Secretariat and its replacement ;

Ensure that the relationship with partners remains one in which Africans lead their own processes of change and development ;

Lead and manage forums established to engage with partners, as delegated by and in consultation with the Commission, the HSGIC and the AU Assembly for the benefit of the continent and its structures ;

Ensure that relations with partners lead to concrete support of African initiatives based on the African development agenda ; and

Lead and manage the relations with multilateral organisations such as the UN, World Bank, IMF, WTO, etc, thus providing a single platform for engagement with these agencies.

Key Result Area 4 : Provision of Strategic Direction in the administration of the NEPAD Secretariat

The CEO shall : Lead and provide strategic direction to the NEPAD Secretariat’s administration or its replacement ; Lead and direct the provision of effective financial management systems and organisational accountability in accordance with the international recognised accounting standards Lead and direct the NEPAD Secretariat’s and its replacement performance management system against individual performance. Lead and direct the provision of human resource management systems, a healthy organisation and a working environment conducive for staff, and Lead and direct the development and implementation of effective and efficient organisational systems and best practices.

4. EDUCATIONAL QUALIFICATIONS The candidate is required to have at least one of the following qualifications :- An advanced (post graduate degree or Masters) University degree in economics, development related studies or relevant discipline ; A relevant first level University degree with extensive experience and proven record in national, regional and international development and/or finance institutions may be accepted in lieu of an advanced University degree ; An advanced executive development programme or related qualification (shall be an added advantage).

5. WORK EXPERIENCE The candidate : Is required to have a proven track record of delivery and leading the implementation of large programmes and /projects ;

Substantial and proven experience, including at least 20 years post-qualification experience at very senior level within the public sector or similar institutions, regional organizations/institutions and civil society organizations. At least 10 years of such experience must include appropriate experience in leading and managing comparable public sector institutions or similar organizations nationally, regionally and/or internationally. Experience as an accounting officer in this regard will be an added advantage ;

Have substantial experience leading and managing development programmes or projects in Africa with a view of mobilizing support and resources for the design initiatives, development of policies, implementation of strategies, and effectively accounting for resources utilized ; and

Have relevant experience in international and regional finance institution and national development institutions.

5. OTHER RELEVANT COMPETENCIES An outstanding and high –level professional or technocratic background The candidate should : Demonstrate strong leadership and management experience, excellent organizational, human and financial management skills, very good interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment ;

Have excellent communication skills and ability to interact with a variety of stakeholders including, at a high level and excellent report writing and reporting skills to diverse audiences and at various levels

Have excellent strategic visioning, planning, implementation, monitoring and evaluations and reporting skills Have good grounding on regional and international policy frameworks and strategies on the African developmental agenda ; and Have working knowledge of research, policy development and analysis, programme development and management, and project management.

5. LANGUAGE REQUIREMENT Proficiency in one of the African Union working languages and knowledge of one or several other working language(s) would be an added advantage.

5. TENURE OF APPOINTMENT The appointment shall be a fixed term contract for a period of four (4), of which year shall be probation period. The contract will be renewable once if performance is adjudged satisfactory.
